Waiver services are designed to ensure a person’s health and safety by offering the right level of assistance, supervision, and care. Each service is detailed in the Community-Based Services Manual, which outlines how it operates. Services that require a license are explained further in the Community-Based Services Program Manual.
Individual Community Living Supports (ILCS): For individuals who need occasional help, reminders, or physical assistance to continue living independently in their own homes.
24-Hour Emergency Assistance: Offers immediate support and on-call counseling in case of health or personal emergencies at home.
Companion Services: Provides non-medical care, supervision, and social interaction for individuals aged 18 or older.
Homemaker Services: Includes help with household tasks—ranging from light cleaning to more involved support like managing the home or assisting with daily living activities.
Individualized Home Supports Without Training: Offers support and supervision for children or adults in at least one area of daily community living while they live at home. Areas include health and safety, community involvement, household tasks, or developing adaptive skills.
Night Supervision: Staff provide overnight monitoring and support in a person’s own home.
Respite Care Services: Short-term care given when the regular caregiver needs a break or is temporarily unavailable.
Community First Services and Supports (CFSS) is a Minnesota program that helps individuals live independently in their homes and communities. It is replacing the PCA and Consumer Support Grant (CSG) programs, offering more flexibility and control.

CFSS includes all core services from the PCA program, plus added flexibility:
Activities of Daily Living (ADLs): Help with dressing, grooming, bathing, eating, transfers, mobility, positioning, and toileting.
Health-Related Tasks: Support directed by a licensed professional.
Instrumental Activities of Daily Living (IADLs): Meal prep, light housekeeping, laundry, shopping, and medication reminders.
Behavioral Support: Observation and redirection to ensure safety and engagement.
